KB1134 - Run-time error when running the Rolling Restart console

Issue:
When starting the Rolling Restart console, a Run-time error may appear, preventing the console from running:





Cause:
This is due to a Microsoft Update (usually KB5002099) that breaks the database engine used by Rolling Restart.

Resolution:
Microsoft has identified this as a problem and they have a patch in the update KB5002115.
