Microsoft released a security update that resolves an issue with the Microsoft Jet database engine and access connectivity engine elevation of privilege vulnerability, preventing multiple network connections to the same database.
Unfortunately, this also applies to locally stored databases when multiple sign-ons occur to the same database.
Rolling Restart opens the database with multiple sign-ons - one for the Rolling Restart service and another for the Rolling Restart console.
